Kansas Sports Betting: Gov. Kelly signs bill allowing sports wagering

After an extended period of waiting, a new law that was just brought into effect on Thursday by Kansas Governor Laura Kelly will soon make it possible for Kansans to legally bet on athletic events. 

Senate Bill 84 authorizes the four state-owned casinos to participate in the sports betting industry through either online or in-person channels, giving them more flexibility to meet customer demand. 

The Kansas Lottery is in charge of the establishment of casinos, and those casinos have the ability to either construct and run their own sportsbooks or form partnerships with up to three online betting providers each in order to launch mobile platforms. 

The Native American tribes have the ability to negotiate a new or revised gaming compact in regards to betting on sports.

Kansas Senators Pass State Sports Betting Bill

Kelly believes that if they legalize sports betting, their state will see an increase in revenue as well as a growth in their economy. “This is just another strategy that casinos, restaurants, and other entertainment facilities can now employ in order to get people from the state of Kansas to visit their establishments. 

The long-awaited measure was passed with approval in the House by a vote of 73 to 49, and the Senate followed suit in the dying hours of the veto session with a vote of 21 to 13. The Kansas Lottery and the Kansas Racing and Gaming Commission will divide up the responsibility of supervising wagers placed on sporting events. Bettors on the casinos’ platforms will need to physically be situated in Kansas in order to place a wager, and they will need to be at least 21 years old. 

There is a possibility that the system could be implemented in time for the upcoming seasons of the NFL and college football, but it is more likely that it will take effect in January of 2023. Opponents of legalizing this sort of gambling in a state like Kansas where the casino industry is responsible for the existence of 65,000 people with gambling problems. They stated that the one million to five million dollars in annual revenue generated by the ten percent state tax on sports betting was not a sufficient financial incentive to allow the activity and risk greater difficulty with this possible addiction.

The annual revenue that can be made through sports betting ranges anywhere from $9 million to $45 million for the casinos that are affiliated with the state. “It will bring additional tax revenue to our state to help with their needs,” said Sen. To entice a team like the Kansas City Chiefs to relocate to Kansas from another state, the state of Kansas will put eighty percent of the revenue that it receives from professional sports betting into a fund that is managed by the Kansas Department of Commerce. 

This fund will be used to help finance the construction of a professional sports facility in Kansas. Fans will be able to place bets at the facilities of professional sports teams if casinos sign contracts allowing them to do so and install betting kiosks at those facilities.
