Match-Fixing Endanger Every Sport

The three-day meeting of the IMFTF, a task force established in 2011 to facilitate investigation and law enforcement operations in all sports, brought together representatives from approximately 50 countries, including intelligence and integrity specialists from law enforcement, public authorities, sports federations, anti-doping agencies, and betting monitoring agencies. 

The IMFTF summit was the first major gathering under the banner of the center coordinating a worldwide response to the rise of transnational financial crime and corruption. During the conference, INTERPOL highlighted its ETICA project, which provides law enforcement agencies with tools for collecting data on sports corruption, as well as its FINCAF capabilities for analyzing financial crimes. Some of the nations participating at the conference have recently issued INTERPOL Purple Notices, providing information on criminal activities across social media, identity theft, and bogus matches.

Recruiting Athletes and Developing Young Players

Representatives agreed that the major pillar of match-fixers remained the tried-and-true manipulation of sportsmen and their entourage, as well as the grooming of new players, emphasizing the necessity for more instruction. 

Speakers on behalf of exchanges emphasized the need to broaden the breadth of intelligence-gathering capabilities beyond betting information, such as the use of doping tests as warnings for integrity investigators, since a positive test might indicate an effort to corrupt the result of a competition.  

In light of existing institutional and legislative gaps, the role of intelligence sharing was also discussed, along with new and improved mechanisms for intelligence sharing, such as the establishment of National Platforms where information on irregular and suspicious betting trends is centralized and analyzed, as outlined in the Malcolm Convention. 

As part of the conference, investigators gathered behind closed doors to share case studies, discuss match-fixing techniques and strategies, and undertake multilateral and bilateral sessions to coordinate their work on ongoing international investigations. 

A side event co-hosted by INTERPOL and the International Olympic Committee (IOC) sought to raise awareness among stakeholders in the United Arab Emirates in order to develop capacity and improve national preventative mechanisms to identify and combat sports manipulation more effectively.
