Massachusetts: Licensing Rules for Horse Racing, Simulcasting Tracks Modified

Massachusetts Sports Betting Efforts Delayed Yet Again

At a meeting on November 10, the Massachusetts Gaming Commission resolved to change the deadline for horse racing and simulcasting tracks to submit their sports betting applications from November 21 to a rolling basis.

The primary issue is that Raynham Park and Sterling Suffolk Racecourse cannot meet the deadline of November 21.

The firms require additional time to negotiate sports betting deals and construct retail facilities.

Racetracks and Simulcasting Tracks Will Submit Applications for Sports Betting

According to MassLive, the primary reason for the Massachusetts Gaming Commission’s decision was that Raynham Park and Sterling Suffolk Racecourse stated they would be unable to complete their documentation by the deadline.

As a result, the Commission determined to separate the horseracing and simulcasting tracks from the casino and online operators and to accept their applications on a rolling basis. However, casinos and operators of online sports betting must adhere to the November 21 deadline.

Raynham Park and Sterling Suffolk Racecourse have indicated they want further time to acquire a sportsbook agreement and refurbish or find a new land-based venue for their forthcoming retail sports betting business. During an October meeting, the Massachusetts Gaming Commission determined that the retail sports betting market will launch in the state at the start of January 2023, while online sports betting would launch at the start of March 2023. The Commission may opt to move these dates if it need more time for the formulation of additional regulations and/or the procedure of granting licenses.

Raynham Park and Sterling Suffolk Racecourses Seek Sportsbook Partnerships

In order to offer sports betting, Raynham Park and Sterling Suffolk Racecourse must form a partnership with a bookmaker. Raynham Park is now in negotiations with a number of bookmakers and aims to finalize a relationship within the next several weeks.

The company has stated that it is seeking a partner to assist it achieve the largest potential market share, which means that it is in negotiations with major sportsbook operators that are well-established on the US market and have a track record of credibility.

Sterling Suffolk Racecourse is also involved in negotiations, although it has been unable to provide many details about the process. However, the corporation is also considering premium providers that will offer it an advantage on the Massachusetts sports betting market. Sterling Suffolk Racecourse’s application for a sports betting license is further complicated by the fact that the corporation must yet locate a physical location to house its retail sportsbook.

Raynham Park has the advantage of having a 30,000-square-foot brick-and-mortar building under construction in Bristol County, which will house its retail sportsbook, but the company must still complete construction before launching sports betting operations.
