According to a report in the Bismarck Tribune, Fargo representative Greg Stemen has presented House Concurrent Resolution 3002 to the House Judiciary Committee in order to have it considered for a hearing.

Changes to the Constitution are Put to a Vote Before the People

In the event that the proposed amendment is accepted following a vote in the Senate, it will be put up for a vote in front of the general population at the elections that take place in November 2024. 

In order to make a modification to the constitution of the state of North Dakota, there must first be a vote taken by the general people. 

The resolution suggests making a change to the constitution of North Dakota so that betting on sporting events can take place anywhere in the state and yet be subject to governmental oversight, regulation, and licensing.

Consequently, the citizens of North Dakota will have the last say over whether or not they want to see legalized sports betting made available in the state. 

In the event that the proposal is accepted following the vote by the general people, North Dakota’s legislators will be required to work on amendments to the law that would make it possible to establish regulated betting on sports in the state.

Even if the House Judiciary Committee has indicated that the resolution should not be approved at this time, it will still be put to a vote in the Senate, which is the body that will be responsible for making the ultimate determination.

He mentioned that a tax rate of 10% is a regular practice, which means that the North Dakota state budget may profit from revenues of $3.5 million per year if the tax rate is increased to 10%.

Around 138,000 people living in the states are considered to be active gamblers, who collectively place wagers with an annual value of more than $300 million, according to estimates derived from statistics provided by the American Gaming Association (AGA).
