Massachusetts: Operators Torn Between Phased vs. All-In Launch

  • Massachusetts continues to investigate its options regarding sports betting and the implementation of the sector. During a hearing on Thursday, the Massachusetts Gaming Commission heard from a variety of stakeholders, the majority of whom agreed that it would be acceptable for retail and in-person wagering to launch before mobile wagering.
  • Thursday, during an MGA hearing, DraftKings argued that all segments should go online simultaneously.
  • Sports betting is a much-anticipated area that will expand casino operations in Massachusetts.

Massachusetts Betting Stakeholders Discuss Launch Conditions

DraftKings, however, argued that, for the purpose of fairness, all operators must go live at the same time and with their whole portfolio on the same date.

The Commission concurred that it would like to find a way to deploy sports betting in the state without undue delays, but stressed that player protection and game integrity would ultimately take precedence.

However, regulators caution that an expedited path may be impeded by several obstacles. This is mostly due to the fact that stakeholders are also uncertain about how to effectively approach the industry and have divergent opinions.

Last month, the Commission solicited information and requested additional feedback on a temporary license structure, the launch date, and other important considerations.

DraftKings and FanDuel, two of the largest companies in the industry, were among the many participants who provided feedback. Intriguingly, there were other relatively new enterprises that remained competitive and eager to increase their market share.

Betfred, a European bookmaker, and Betr, a newly launched betting platform that aims to “TokTify” the betting experience and is supported by media personality Jake Paul, were also present at the Thursday meeting.

While disagreements persisted throughout the conference, the majority believed that beginning with in-person wagering would not be terrible. According to commissioner Brad Hill, it appeared that the majority of operators were pleased with this development.

All Verticals Should Go Live at the Same Time

Chris Cipolla, senior director of government affairs for DraftKings, protested and drew parallels to other markets, saying that the vast majority of other markets had began their operations simultaneously. Cipolla claimed that it would be more equitable if all verticals could be launched simultaneously.

There has also been some serious skepticism regarding the forthcoming launch of sports betting. According to the University of Massachusetts and SEIGMA, sports betting may not produce the anticipated income surge. In the meantime, casinos continue to be one of the largest economic contributors, collecting $92 million in total gaming income in August and matching 2021’s levels.
