Despite Delays, Mobile Betting Could Be Launched Soon in Maryland

John Martin, head of the Maryland Lottery and Gaming, recently attended a webinar titled “Meet the Regulators” hosted by VIXIO, the leading provider of regulatory intelligence for the gambling and payments industries. 

Martin stated during the webinar that the debut of mobile sports betting in Maryland could be imminent. In fact, he expressed confidence that the action will be implemented before the end of the year.

Martin admitted that Maryland voters legalized sports wagering in November 2020, and while retail wagering began in December of the previous year, mobile wagering has yet to be implemented. He acknowledged that one of the reasons for the delay in the debut of mobile sports betting was necessary market analysis research. 

Martin stated that the white paper itself took about a year, which contributed to the delay. He said that the present legislation requiring the Maryland Lottery and the Sports Wagering Application Review Commission (SWARC) to approve mobile betting companies also affects the timing for starting mobile wagering.

Expected Rollout in November or December

The new announcement comes after the SWARC voted recently to start approving online sports wagering licenses on a rolling basis. However, this launch was reliant on the Commission receiving fewer than sixty applications for online licenses before the October 21, 2022 submission date. The SWARC will then assess these applications and the background check information that the Maryland Lottery is anticipated to furnish.

In response, Martin disclosed that the Lottery expects the SWARC to begin issuing licenses for mobile sports betting in early November. Given that testing must be conducted prior to the official debut, mobile sports betting may go live around the end of the next month. 

If the process is delayed and the SWARC does not begin granting licenses until mid-November, according to Martin, the rollout of mobile sports betting may not occur until the beginning of December.

Current market leaders offering retail sports betting services include FanDuel, BetMGM, Caesars Sportsbook, PointsBet, BetRivers, and Barstool. Given that they have previously passed background checks and been granted permission to offer retail services, it is likely that these operators will also be among the first to launch mobile betting. 

Given the timing, it appears that sports fans in the state may be able to participate in mobile wagering well before the Super Bowl LVII scheduled for February 2023.
