Overcoming Challenges to Develop and Improve Gambling Procedures in the Market When the new session of the Texas Legislature begins, lawmakers will be confronted with a budget surplus of $27 billion. This represents a substantial departure from the situation in the past, when, as a result of the pandemic, finances were extremely constrained. However, despite the fact that there is a surplus in the budget, this does not mean that legislators are free to spend money at will; rather, they must remain within the bounds of a spending limit that has been predetermined. “The obstacle that legislators must overcome is the challenge of developing improvements that can be sustainable for the future.” It was stated by John Litzler, the director of public policy for the Texas Baptists Christian Life Commission, that for the current session, bills that are comparable to those that were filed in the previous sessions can be anticipated.
