The Discussion Regarding the Expansion of Gambling Will Carry On in Texas

The regular session of the 88th Texas Legislature will kick off the following week on Tuesday of the next week. The Baptist Standard has published research indicating that state legislators are likely to push back against efforts to expand gaming if they are presented with the opportunity.

Raffles, charitable bingo, and parimutuel wagering on greyhound and horse racing are the only forms of legal gambling currently available in Texas. 

Since 2018, there have been many attempts made in Texas to legalize sports betting and increase gambling; however, none of these attempts have been successful. More recently, legislation was proposed in the state that would allow for the licensing of up to nine casino operators. 

Senator Carol Alvarado has been a driving force behind the idea, which asks for the development of four casinos and also makes it possible to obtain licenses for sports betting. Keeping this in mind, Baptists in the state are adamantly opposed to the growth of the gaming industry.

Overcoming Challenges to Develop and Improve Gambling Procedures in the Market

When the new session of the Texas Legislature begins, lawmakers will be confronted with a budget surplus of $27 billion. This represents a substantial departure from the situation in the past, when, as a result of the pandemic, finances were extremely constrained. 

However, despite the fact that there is a surplus in the budget, this does not mean that legislators are free to spend money at will; rather, they must remain within the bounds of a spending limit that has been predetermined. “The obstacle that legislators must overcome is the challenge of developing improvements that can be sustainable for the future.”

It was stated by John Litzler, the director of public policy for the Texas Baptists Christian Life Commission, that for the current session, bills that are comparable to those that were filed in the previous sessions can be anticipated. 

He added that one of the most difficult tasks for legislators is to choose plans that are sustainable. According to Litzler, rather than “simply a one-time patch, working with extra money,” what is required are “permanent answers.”

Legislative Session Starts Next Week Until May

In addition to the proliferation of gambling, a separate idea that may be examined calls for the provision of vouchers for use in private schools. The idea that is being referred to as “school choice” gives the people the ability to direct state monies toward private schools of their choosing. 

There is no question that this is another contentious issue that will grab the attention of legislators. In spite of this, they will have a sufficient amount of time to discuss the matter considering that the legislative session that begins next week will continue until the month of May.
