California Tribes Support Bill to Extend Ban on Cardroom

In January of this year, the state of California lifted its ban on opening any new cardrooms. In theory, this means that casinos and cardroom operators can apply for licenses and open cardrooms wherever they want within the state.

On the other hand, a lawmaker in California has proposed a gambling bill that, if passed, would bring back the ban, stopping the chance for growth.

Tribes Band Together to Support Moratorium on Cardrooms in California

The California Cardroom Alliance (CCA) is the most influential lobbying organization in the state, representing cardrooms. Shortly after Ramos turned in the bill, the group put out a statement saying that they agreed with the request to bring back the moratorium.

The Cardroom Employees’ Association (CCA), which speaks for tens of thousands of people who work in cardrooms, has stated that they are looking forward to working with lawmakers to have the bill enacted into law.

In a statement, the group thanked Assemblymember Ramos for his “leadership” in bringing cardrooms and tribal casinos together by proposing a bill that struck a good balance between the two.

Assembly Bill 341 (AB341) could hurt more places than just cardrooms that are already open.

The proliferation of cardrooms is seen by several of the state’s tribes as a potential threat to the revenue that they get.

There will be fewer customers entering tribal casinos in California if there are more non-tribal gaming facilities opened up throughout the state.

The following five tribes sent a formal statement of support for the bill:

  • The Cahuilla Band of Native Americans
  • Native Americans from the Morongo Band of Missions
  • Band of Mission Indians from San Manuel Reservation
  • Chumash Indians from the Santa Ynez Reservation
  • Native Americans from the Soboba and Luiseno tribes

In their statement, the tribes put an emphasis on the independence that casinos may bring about.

For more than 20 years, California voters have said over and over again that they don’t want gaming to grow without limits, but they do support gaming on federally recognized tribal lands along with Indian tribes.

Tribes can now take care of themselves financially because they have their own casinos.

After that, the tribes mentioned that the tribal casino business is responsible for the creation of over 125,000 jobs and billions of dollars worth of economic activity.

The five tribes did indicate that they support the bill’s provision that would allow existing cardrooms with 20 tables or fewer to expand incrementally each year. This provision is included in the bill.
